nor succeeded in detecting irregularities after the malfeasance, in the matter of expendi- ture and employment of men. He is to be referred to the board for determination of a penalty.
Sun Pao-chi, the assistant director-general, had not long entered upon his office before he perceived malfeasance on the part of Li Teh-shun, and then asked the former Viceroy to dismiss Li from office, so that he was not duped throughout. No punishment need be considered for him.
Yang Shih-hsiang, the former Viceroy of Chihli, is guilty of misjudgment of character as well as improper recommendation. Let him be deprived of his brevet rank of junior guardian to the heir-apparent. The rest of the report is adopted.

Dear Mr. Addis,
Paris, September 3, 1909. ON receipt of your letter of yesterday, I have not failed to sound our Ministry of Foreign Affairs in respect of the favour they would grant to our proposal. Although without a formal promise I believe I can assure you that should the occasion arise, our Minister at Peking will be instructed to take, jointly with his colleagues, steps in the direction you point out.
However, before deciding anything, I have been asked to make known what reception your proposal may have received at Wilhelmstrasse and at Downing Street. I shall in consequence be obliged by your keeping me informed as soon as possible.
This said, allow me to put a few questions to you :----
On the one hand, are you not afraid to alarm the Chinese Government by this official request?
On the other hand, is it not imprudent to take proceedings jointly with the Americans and to obtain a joint promise with them without being assured that finally we shall succeed in agreeing with them?
Lastly, are you not afraid, if negotiations are reopened in this manner, that the intervention of the Russian Government will be difficult to avert ?
